Work Hours: TBD based on business needs between the hours of 8AM – 5PM

Annual Salary Range: $75,000 – $80,000, Depending on Experience

Position Summary: Under the direction of the Deputy Administrator and CFO, this position is responsible for the timely administration and management of grant and procurement projects and programs. The individual will have knowledge of Federal Circulars in relation to the different types of grant programs and procurement regulations and requirements; attend Federal Transit Administration (FTA) and Massachusetts Department of Transportation (MassDOT) trainings to maintain and update WRTA policies and practices in accordance with Federal and State guidance.
Essential Duties and Responsibilities
Grant Administration:
- Identify and apply for grant funding opportunities made available by the FTA, such as §5307, §5337, §5339 and competitive grants, MassDOT, and/or any other local organization
- Track and monitor grant obligations and expenditures and prepare monthly, quarterly, and yearly progress reports as required by funding agencies and senior management
- Enter and update grant information in the FTA TrAMS and MassDOT EStip systems as required
- Prepare expenditure reimbursements requests
- Participate in internal and external reporting and audit processes
- Assist with the development and submission of the Annual Capital Investment Plan and any amendments
- Maintain up-to-date knowledge of FTA and other funding program requirements to ensure compliance and informed financial and operational decision making
- Manage and maintain accurate records of fixed assets, including tracking acquisitions and disposals in accordance with applicable accounting and FTA requirements
- Conduct periodic inventory reviews and asset reconciliations to ensure records match physical assets
Procurement Administration:
- Develop and issue solicitations (IFB’s RFP’s RFQ’s small procurements), evaluate proposals / bids, and assist with contract negotiations and awards
- Ensure transparency, consistency, and compliance by maintaining thorough documentation throughout all phases of the procurement process
- Ensure compliance with FTA and federal procurement requirements on the part of agencies, consultants, contractors, and subcontractors working under third-party contracts or inter-agency agreements.
DBE Liaison Officer (DBELO):
- Lead WRTA’s Disadvantaged Business Enterprise (DBE) program, ensuring full compliance with federal requirements and promoting meaningful participation of DBE-certified firms in Authority contracts and projects
- Ensure ongoing compliance with federal DBE regulations, including monitoring, reporting, and documentation to meet audit and funding requirements
Qualifications:
- Bachelor’s Degree in Business, Public Administration or related area strongly preferred
- Minimum of 3-4 years related experience preferred
- Proficiency in Microsoft Office applications
- Knowledge of contract administration, budget preparation, and accounting procedures
Skills:
- Excellent communications skills, written, verbal and effective listening
- Aptitude in decision-making and working with numbers.
- Ability to manage multiple projects with close attention to detail
- Ability to interpret Federal and State Regulations pertaining to Procurement
- Able to attend training and seminars pertinent to transit, some of which may be out of state
